[Bug] MEG 4: Mounts only fly if the player has the permission to '/fly'.
Mounts only fly if the player has the permission to /fly. If the player does not have the /fly permission the mount (e.g. dragon) will not fly. But if the player has /fly enabled (even if they're currently on ground) then mount the dragon- the dragon will fly. The problem is I don't want them to be able to fly unless they're on the dragon so I cannot just give them /fly. Plus if they have /fly the command is far superior to any mount so there'd be no reason to use the mount.
