onSurface=true overwrites TELEPORTTO maxradius in Y

Doing onSurface=true seems to override the maxradius y value. I had my boss teleport outside the dungeon because it teleported 40+ blocks down to the surface outside the dungeon. Even thought in X and Z coords it was within 8 blocks, it very much was not that way in the Y axis.
