[Suggestion] Repair consumables accepting percentages as a repair value

Is your feature request related to a problem? Please describe. The problem is that not all items are created equally and you could and probably will have various items with various durabilities and if you want to create a repair item that fixes them completely or an item that repairs them back to half durability you can't.
Describe the solution you'd like A way to define a percentage that the repair consumable repairs. So it would repair that percentage of the items max durability.
Additional context This would allow people to define repair items that are a certain quality of repair tool. so you might have an expensive or rare item that repairs your items all the way to full. or various tiers of repair gem that repair items an amount that is relevant to whatever item you are repairing. so 4 25% repair items would completely repair any item of any tier.
Obviously this wouldn't replace the flat value version we have now, it would just be an alternative way to use repairing
